Squeaky wheels get the grease, except when they're teachers

You have to hand it to Mayor Pat. When he thinks something is important, like pay raises for state workers in critical jobs, he comes up with a plan to help. Which only goes to underscore what happens when he doesn't think something is important.

When Pat thinks something is important

he rolls up his sleeves and works tirelessly for it.

Part of the problem is that his sense of priorities is...er...a bit off.
