David Smoot resigns, says town manager Sam Nobles ‘has personal vendetta against me’

I received a message last night that Smoot had resigned and the council had cancelled their big pay increase. I attended the Rocky Mount City Council meeting and it was late when I got in so I could not confirm if Smoot is no longer on the council.

The Manager answers directly to the Council. If there really is a personal vendetta, why not fire the manager?
