Hackney is speaker nominee

Joe Hackney, a Chapel Hill attorney who grew up near Silk Hope in Chatham County, was nominated for Speaker by House Democrats in a meeting at the legislature.
"We stand here united and ready to go to work," Hackney said after being elected on the fourth ballot.
Hugh Holliman of Lexington was named to Hackney's old post of Majority Leader and William Wainwright of Havelock, co-chair of the House Finance Committee was named Speaker Pro Tem.

In his position as Majority Leader Hackney often delivered the summary for Democrats in floor debates. Here's his speech at the end of the debate on the budget last year.

RALEIGH - Democratic members of the state House nominated Rep. Joe Hackney of Orange County tonight to be the next House speaker.

If elected by the full House when it convenes Jan. 24, Hackney would serve a two-year term as speaker. One of the most powerful people in state government, the speaker chooses chairmen for House committees, referees disputes among House members and leads negotiations with the Senate and with Gov. Mike Easley.

Hackney, 61, a lawyer, joined the General Assembly in 1981 and often has been viewed as the chief spokesman for the party's liberal wing, pushing for a moratorium on the death penalty and public financing of political campaigns.

But Hackey has said his past four years leading Democrats as the party's leader show he can govern from the middle and push a centrist agenda focusing on education, health care and economic incentives.

That's what cinched it, no doubt.

But two years is better than no years . . . and it'll give everyone time to get comfortable with a change of the model. Black may very well be the last of the Never-Ending Speakers. Thank god.

I've been thinking recently about the logic of the old one-term limit for NC governors. With the way money is, people start running as soon as they're elected and everything becomes a part of the political calculation.

Knowing you've got a short time to get your licks in is an inspiration.

I'm just glad there doesn't seem to be any underlying animosity coming from other quarters.

I wasn't following the race all that closely -- admittedly -- but I figured Blue would win. NAACP-NC President Rev. Barber (of whom I'm a big fan) wrote an Open Letter to all the legislators a while back, saying it was time for African Americans to be elected to leadership positions. I wonder what the NAACP and the black caucus are feeling right now.

The two years thing could be a hint. Remember that Blue has been speaker before. I would love to see Hackney for two years then everyone else for either 2 or 4. Maybe some of the other african american members could step in, followed at some point by deborah ross, who isnt black, but represents a district that has a large african american population, and I think would be the first female speaker.

Congratulations Representative Hackney

As I've mentioned in earlier posts, I was skeptical about whether or not Representative Hackney could garner enough votes from the Democratic caucus to win the speakership. While I might have supported another candidate if I'd had a vote, I view Hackney's nomination by the caucus as a positive step in the right direction for House Democrats.

I wonder whether or not the death penalty moratorium will now get an up or down vote on the floor of the House.

Paper is reporting today

that one of Black's last actions has been to nominate 4 more people to fill out the study commission so their work can be completed. While I'm still not a fan of study commissions, I bet that was expedited with a nudge from Hackney telling old Jim to hurry up so their work can be finished.

His words to me when I called his office. His secretary went to get him, I expected a "Rep. Hackney is busy at this time, may I take a message?", instead got a "Hello, this is Joe Hackney"!

Rep Insko has been huge in getting issues like minimum wage passed (if i remember right). Rep Weiss is very progressive. She has young kids, and has been a strong voice on issues such as education. Rep Luebke I dont know a heck of a lot about. Rep Ross is the former head of the state ACLU. She supports increased ballot access for third parties (or has in the past). She is an incredible woman who I am very very proud to say has represented my mother and I the entire time she has been in office.

Is one of my favorite NC politicians I can't vote for (because she doesn't represent my district.) I believe she's exactly the kind of person we need in government, making decisions that affect our daily lives and our future. Her stance on health care is merely part of why I feel this way.

I'm glad to see that she will be a big voice in the speaker's ear this session.

I'd say all 4 are Progressive with a capital "P". What surprised me was the strenght of Crawford's challenge and the dilution of Blue and Saunders' votes. There's something in there to watch for.

I think Saunders was just way too close to

Jim Black. I also think, that he simply represented the old school and maybe so did Blue, simply because Saunders is similar in views to Black and Blue had already sat in the speaker's chair. If the voters wanted a change toward more transparency and a new way of doing things, our reps decided to deliver. Yay for them. We had simply better prepare ourselves for a flood of whining from JLF.
