This applies to partisan elections. Some non-partisan elections will have a different filing schedule.
From having filed for office (and having been elected) five times, I would advise that you really have to have the right filing schedule, to file the way the Board of Elections tells you to do, and to pay the fee they ask. From that point on, except for campaign reports and certain requirements for advertising, nobody has to play by any rules.
