NC GOP continues "divide and conquer" method

Berger's trying to do a couple of things with this approach. First, he's trying to classify some teachers as "Federal" teachers, so he can wash his hands of any responsibility for their fate. Second, with the "choose one" deal, he's pitting current teachers against future hires (I would have gotten a raise if we hadn't hired you). And of course there's this:

Republicans have been trying to divide and conquer the two unions (NCAE & SEANC) since before they even won a majority in the GA, although some normally intelligent people refuse to acknowledge that.

...know that the Democrats in the State Legislature have been dividing NCAE & SEANC since the administrations of Jim Hunt. When one group(teachers) is constantly given more than another (other state employees), it has a tendency to do that.
