They really don't care
All this talk about taxes isn't about helping NC's (overall) business climate, it's about defunding government in an effort to make it powerless. In other words, making the people powerless.

That's the first time I have ever heard any liberal or democrat bemoan the fact that political operatives like Carter Wrenn and Mark Stephens 'aren't getting paid enough' to help elect conservatives to political office in North Carolina....I am sure they appreciate the head-nod

I'm more concerned about
who's getting the printing jobs than I am the strategy stuff. NC has enough print shops to churn out mailers for the entire nation, much less what our politicians need. And we need that work.
There's plenty of business
There's plenty of business for the existing mail houses in North Carolina regardless of what is spent out-of-state by either party.
They all do pretty well...
If it can be shown that the state democratic party has never paid one out-of-state vendor for any service, advisory or production-related, your argument holds up a little better.
But political efforts are like business...you go to where you can get the best service or product for the best possible price....I doubt the entire state government buys solely from NC vendors...
if they don't, I wonder why not target the NC state government as well? that is at least taxpayer money...
For awhile there, we were paying in-state tuition for out-of-state athletes to come to NC....that didn't make too much sense either...

from Piper's post above, the Dems are doing it too. And it's still wrong.
As far as state government is concerned, Governor Perdue instituted a new policy (earlier this year, I think) requiring agencies to give preference to in-state businesses/contractors when work needs to be done, but I don't know how successful that's been.
When I was working with
When I was working with Senator Dole in 2003, we found out that virtually ALL of the laundry/landscaping/general maintenance contracts for the military bases in NC were were OUT-OF-STATE headquartered businesses.
That is millions upon millions of dollars.
Now, they had to employ some NC workers to do the work since the grass-cutters could not afford to be brought in each week from out-of-state but the profits and the payments that supported the corporate overhead did go to people living out of North Carolina...and that just ain't right.
I know for a fact that there are thousands of NC-based businesses that could do that work and do it well.

i think the bulk of the taxes
i think the bulk of the taxes that are used to pay for these military landscaping jobs came from people working in the private sector.
I dunno...maybe it just all came off the Money Tree that seems to be growing alongside the roads everywhere....and what we can trick the Chinese into loaning us, that is.
