Cape Hatteras seashore flooded

the latest from WRAL.com:

"Hurricane Sandy trudged northeast along North Carolina's coast Sunday, battering the Outer Banks with wind and rain and causing widespread flooding at Cape Hatteras National Seashore.

Conditions were expected to continue deteriorating on the Outer Banks Sunday night into Monday morning, as rotating winds push water from the sound onto the islands, said WRAL meteorologist Elizabeth Gardner"

Sandy is an unwelcome Halloween guest.

Every time I go out there I can't help but think about storm surges rolling across. Hopefully this season will be better than the last one.

Airlines waive change fees as Sandy moves north

Customers whose flights are canceled -- more than 4,700 have been cumulatively canceled by several airlines -- are automatically entitled to a refund.

For passengers looking to change their plans to avoid Sandy, however, most airlines are allowing affected customers to make one ticket change without the usual change fees.

CNN: Sandy's impact on election--too early to tell

In Virginia, the effects of a major storm could linger until Election Day. Hundreds of thousands of customers in Northern Virginia lost power for more than week after Hurricane Irene in August 2011 and again in June after a powerful complex of thunderstorms called a derecho moved through. Residents' priorities might still be dealing with the storm's aftermath rather than a trip to the polls.

With electricity likely to be out in large areas along the East Coast, both parties are trying to strategize on how to still get votes counted in the states hit hardest by Sandy.

Slate.com's Matt Yglesias recalls that back during the Republican primaries,

Mitt Romney supported shifting FEMA's duties to the states (or even private industry) and characterized the very idea of spending federal money on disaster relief as "immoral," because we'll incur "larger and larger debts and pass them on to our kids." As Yglesias notes, the federal government is better situated to fund and implement disaster relief than individual states, which would find their budgets squeezed by the cost. Also, Romney's spending proposals call for sharp cuts across the board (along with increases in defense spending), which presumably includes FEMA's budget.
