the shame
I read the article by Chris but I did not see a reference to the tea baggers. Isn't this shortfall a result of the NC Legislature's budget or did I miss something. Where do the tea baggers fit in? Wouldn't increased funds come from the state?
The Feds can help with this
...by adding funding to the Ryan White appropriation in the federal budget.
