Those two mechanisms are 1) appealing the ruling of the chair to the full body by a super majority vote and 2) asking for a different ruling from the newly-created position of parliamentarian -- who is a GOP member of the Senate.
In other words, no matter what Lt Gov. Dalton did in this situation, it wouldn't have mattered.

I have never seen the Einstein sign but I have often expressed that sentiment as "Beware of only measuring that which is measurable".
